referred to as ltThe PLantr.
Authority:
The authority of The PLan is established by U. S. hrblic Law
920, tlst Congress; Chapter 12 Minnesota Laws, L96\ the Minnesota
State 0perational Survival Plan; and the St. Paul- Civil Defense
ordinance of 1951 as amended. The st. paul civil Defense Ordinance
provides for Civil Defense and for the protection and promotion of public safety, health and r,relfare in the 6ity of St. PauI during Civil Defense emergencies declared by the Governor.
Scope:
The scope of thls plan includes the organi-zation of a Civil
Defense staff, policies concerning shelter, d:ispersal and
evacuation, warning system, relocation of Civil Defense forees,
reLocation of the City Government, management of resources in
the immedlate emergency period, coordination of school disaster
planning and deliniation of service responsibilities,
Definitions:
Terms used throughout this Pl-an are defined below.
A glossary of additional terms is provided in Appendix 11.
a. Civil Defense Emergency
An emergency declared by the President of the United
States, or W the Governoi of the State of l{innesota
r:nder the provisions of U. S. P. L. 9?O and Chapter LZ of Minnesota Statutes.
b, Operational and Control Areas
For Civil Defense purposes the State of Minnesota is
divided into three major Operational Areas. Tlrey are
