Encyclopedia of Underwater and Maritime Archaeology
was published in 1998 by Yale University Press and the British Museum. It is very comprehensive. It's a scholarly work, but it's also well illustrated. As the name implies, it is an encyclopedia, and contains 450 articles. It is out of print, but used copies are available on Amazon at a reasonable price.

Underwater Archaeology: The NAS Guide to Principles and Practice
is published by the Nautical Archaeology Society (NAS). This is the second edition, published in 2008. It's a very comprehensive guide to the subject. In additionto maritime archaeology topics, it also serves as a good bacground on archaeology in general. It covers conservation of sites, as well as regulatory issues in different countries.
