Civil Defense Operational and Survival Plan of the City of St. Paul, 1962

This 104 page document was prepared by the City of St. Paul, Minnesota, Bureau of Civil Defense, in 1962. It shows the city's plans in the event of a nuclear attack.

Many of the annexes for various parts of the plan are not included. There is a notation that these parts will be prepared after the plan is approved by the City Council. It's not known whether those portions of the report were ever prepared.

The most interesting part of the report is Annex W, which covers shelter management. These are the instructions that a shelter manager would follow in running a public shelter after a nuclear attack.
